ReachABLE is available to residents of the United States and its territories. You must be at least 13 years old to use the site directly, or have a parent or guardian using it on your behalf if younger.
The free consumer tier of ReachABLE remains free of charge to individual users in perpetuity. This is a permanent commitment, not a promotional offer.
The free tier is funded by the U.S. Department of Health and Human Services cooperative agreement HHS-2026-ACL-AOD-DFLA-0025 and, after the grant period, by ReachABLE Premium and Enterprise subscription revenue.
The free tier will not carry third-party advertising, sponsored content, or data-broker integrations. Ever.
Premium subscriptions are month-to-month, at the price shown at signup, and can be canceled at any time from your account settings. If you cancel, service continues through the end of the paid period.
Premium subscribers get personalized monthly guidance, rule-change alerts, saved family profiles, tax-planning tools, and priority chat with a benefits counselor.
Premium billing is handled by a PCI-DSS certified payment processor. ReachABLE does not store your credit card or bank information.
Enterprise access for financial institutions, employers, and government agencies is governed by separate written agreements that supersede these Terms.
Use ReachABLE for its intended purposes. You agree not to:
The ReachABLE name and logo, the site design, the underlying rules engines, the video library, and the written educational content are the property of Northwestern University and the RISEI Lab under U.S. copyright, trademark, and trade dress law.
You may share links to ReachABLE pages freely. You may quote up to 100 words from any page with attribution to "ReachABLE, RISEI Lab at Northwestern University." Bulk reproduction requires written permission.
The chatbot Q&A knowledge base and the state ABLE plan comparison data are provided under a Creative Commons Attribution 4.0 license (CC BY 4.0) so that community organizations and state ABLE programs can freely adopt and adapt them.
ReachABLE is provided "as is." We make no warranty that the site will be uninterrupted or error-free, that estimates and projections will match your actual outcomes, or that state ABLE program terms will not change.
State ABLE program terms, federal benefit rules, and tax law change over time. We update ReachABLE promptly when we learn of changes, but there may be lags. Verify time-sensitive information with the ABLE National Resource Center, your state ABLE program, or a professional advisor before making decisions with significant financial consequences.
To the maximum extent permitted by law, ReachABLE, Northwestern University, the RISEI Lab, and their officers, employees, and agents are not liable for indirect, incidental, special, consequential, or punitive damages arising from your use of the service.
Our total liability to any single user in any 12-month period is limited to the amount you have paid us in that period, which for free-tier users is zero.
You may stop using ReachABLE at any time. Free tier requires no action to end. Premium subscribers can cancel from account settings. Enterprise clients follow the termination provisions of their contract.
We may suspend or terminate access for material violation of these Terms, upon reasonable notice where practicable.
These Terms are governed by the laws of the State of Illinois, without regard to conflict of laws principles.
Disputes will be resolved by binding arbitration in Cook County, Illinois, under the Consumer Arbitration Rules of the American Arbitration Association. Small claims court remains available as an alternative. Class action arbitration is not permitted.
Nothing in this section limits your rights under applicable state or federal consumer protection law.
We may update these Terms from time to time. Material changes take effect 30 days after posting, with prominent notice on the site. Continued use after the effective date is your acceptance of the change.
